Non-Payment of Fines: Students who fail to pay parking fines seven (7) days from the date of citation will have the fines automatically added to their account. Faculty and staff members who fail to pay parking fines seven (7) days from the issue date of citation will have their parking privileges immediately revoked.

Appeals: Any person wishing to appeal a traffic violation should do so within five (5) days after the issuance (Saturday, Sunday, and holidays excluded).

Otherwise, the right of appeal is forfeited. Appeal forms are available at Claflin’s Department of Public Safety and Security. The Appeals Committee will hear the appeals of faculty, staff, students, and visitors.

Disabled Vehicles: In the event a vehicle should break down or run out of fuel while on campus, all reasonable steps should be taken to remove the vehicle from the street or other places where it may create a hazard. The Claflin Department of Public Safety and Security should then be notified of the location of the disabled vehicle. If the vehicle is on the premises for five (5) days or more, it will be towed at owner’s expense.

Notes of explanation placed on vehicles will not be honored.

The University has the lawful right to remove or have removed, by impounding, any vehicle under the following conditions:

  • Parking in a handicapped space without appropriate decal
  • Parking that impedes the operation of emergency equipment
  • Parking in a fire lane or at a fire hydrant
  • Parking in a reserved parking space
  • Parking at a yellow curb or handicapped curb
  • Abandoned vehicles
  • Parking that creates a safety hazard
  • Backing in to parking space

Persons may not alter, deface, destroy, remove or erect official parking and traffic signs.

Towing of Vehicles: Towing and release of impounded vehicles are in accordance with the City of Orangeburg Code of Ordinance. Owners of such vehicles assume all risks involved and will be required to pay all costs in the removal and impounding of such vehicles.

Motorcycles: Registered motorcycles and motor bikes must be parked in vehicle spaces and are subject to all parking rules and regulations applying to four-wheeled vehicles.

Bicycle Registration: Claflin University offers bicycle registration for all students, faculty and staff. Decals help discourage theft and assist in recovery should a bicycle be lost or stolen. The serial number is recorded and maintained by the Registration/Management Department. Engravers are available if owners would like to engrave registration numbers on their bikes. Owners are reminded to secure their bikes when leaving them unattended. Bicycles are not to be locked where they block pedestrian traffic, (i.e... Stairwell entrances, sidewalks, etc.). Bicycles will not be allowed inside buildings. Bicycles parked in such a manner as to impede pedestrian traffic will be impounded.

Claflin University Campus Safety and Security: The Department of Public Safety and Security is responsible for the protection of both persons and properties. Officers patrol the buildings and grounds around the clock and are always available to assist students, faculty, staff, and visitors. The Department is also responsible for providing crime awareness, educational programs and enforces parking regulations.
