Parking Zones and Vehicle Management

University parking zones are areas that bear the following designation:

-Student, Faculty/Staff, Reserved,
-Handicapped, General, and Visitor.

A valid and properly displayed decal, corresponding to the lot in which the vehicle is parked, is required. Gravel parking lots have spaces indicated by wood bumpers. Parking is permitted only in clearly defined areas.

Faculty/Staff Parking:
Parking assignments for faculty/staff are available in parking spaces designated faculty/staff, provided the faculty/staff member has a current parking decal that is properly displayed. If an occasion arises which makes it necessary to park a substitute vehicle, security must be notified and a temporary parking permit be secured and displayed properly. A faculty or staff member who provides a motor vehicle for use by a son, daughter, or spouse who is a student will be required to have the appropriate student decal on the vehicle. The vehicle must be registered in accordance with the regulations. These students will park in the areas designated for student parking.

Part-Time Student Employees:
Students employed on a part-time basis, regardless of capacity, are not eligible for faculty or staff parking decals. Students in such categories, who utilize parking facilities, must display regular student decals.

Campus Traffic Regulations Speed Limit:
Unless otherwise posted, Claflin University’s speed limit is 10 miles per hour. All operators of vehicles are expected to operate vehicles in a manner commensurate with road weather conditions.

Pedestrian Crosswalks:
Pedestrians have the right of way at all times. City ordinance and state laws apply on city streets that traverse the campus.

Violations, Penalties, Fines and Appeals :
Parking fines may be paid at the Cashier’s Office located in Tingley Hall, Monday - Friday between the hours of 8:30 am— 4:00 pm. Those persons who choose to mail fines should not send cash or personal checks. Only money orders will be accepted by mail. All payments should be mailed to:

Parking Decals:
Parking decals are valid for the time period indicated. At all times, decals must be clearly displayed on the left front windshield (Driver’s side) of the vehicle and in a place designated by the Security Department for motorcycles and bicycles.

Decals must be removed under the following conditions:
-When a new decal is purchased or issued.
-Change of status in vehicle ownership.
-Change of status which would change
-Eligibility for car privileges or type of decal

Faculty, staff, or students who must drive a substitute vehicle as a replacement for a registered vehicle, will be required to obtain a temporary decal from the Department of Campus Safety and Security.

Claflin University reserves the right to make whatever changes, modifications or amendments to policies or sections of this handbook that it may deem appropriate.

REGISTRATION OF VEHICLES:

All persons using the University’s parking facilities must register their vehicle with the Campus Registration and Vehicle Management Services. Registration of motor vehicles is to be completed at the beginning of each year or summer session. Requirements for registering a vehicle include: current class registration information, a valid drivers license, current vehicle registration, and proof of insurance. Freshman students residing in campus housing are not allowed to drive or register a vehicle on campus. Vehicles acquired after that time should be registered immediately at the Security Department. New faculty or staff must register their vehicles within five (5) days after their date of employment. Faculty with twelve (12) month appointments must register their vehicle each year.

Vehicle Registration Fees:
The following vehicle registration fee schedule has been established in a manner designed to partially offset added expenses associated with concentrated enforcement policy.

-Reserve Parking $150.00
-Faculty/Staff $50.00
-Day Student $25.00
-Evening Student $15.00

Replacement of Decals:
Faculty, staff, or students who must drive a substitute vehicle as a replacement for a registered vehicle, will be required to obtain a temporary decal from the Campus Department of Public Safety. Claflin University reserves the right to make whatever changes, modifications or amendments to policies or sections of this handbook that it may deem appropriate.

If a decal has to be replaced, a new decal must be purchased at regular price.

PARKING ON CAMPUS

Rules and Regulations:
Claflin University assumes no responsibility for the care and/or protection of any vehicle or its contents while parked on this campus. Valuables should not be left in parked vehicles at anytime and vehicles should be locked when not in use. Thefts or damages that occur on campus should be reported to the department of Public Safety for investigation. A parked vehicle is one that is standing, whether occupied or unoccupied. Parking is prohibited in driveways, alleyways, sidewalks, walkways, grass lawns, or fire lanes and at fire hydrants. Curb cuts, service drives or trash pickup areas may not be blocked at any time. Any student transporting personal belongings in an unregistered motor vehicle, during registration and final exam periods, may only load or unload personal belongings for a 20 minute period and may park the vehicle in their residence hall specified parking lot. If the vehicle remains unregistered, it must be moved from the property before midnight of the last day of registration.

ALL RULES AND REGULATIONS REMAIN IN EFFECT DURING SUMMER SCHOOL BREAK PERIODS AND HOLIDAYS.

Summer School Rules and Regulations:
For Claflin University Students and transient students the policies and procedures in place for the regular session apply. Additionally, during the summer session, Claflin serves as a host for a number of special programs. Students participating in these programs will not be allowed to operate a vehicle on campus such as is the case for University Freshmen.

HELPFUL HINTS:

-Do not leave your vehicle unattended, with the engine running.
-Lock your vehicle whenever it is left unattended.
-Do not leave valuables visible.
-Know the license tag of your vehicle.
-Report all thefts, vandalism and suspicious activity to The University’s Campus -Security Department.
